India to offer free e-tourist visas for Russian travellers, boosting bilateral tourism

In a significant move aimed at deepening bilateral travel and economic ties, Prime Minister Narendra Modi on Friday (December 5) announced that India will soon introduce free e-tourist visas for Russian travellers, covering both individual tourists and group visitors. The announcement was made during a joint press conference with Russian President Vladimir Putin at Hyderabad House in New Delhi.

The initiative is expected to provide a major boost to India’s inbound tourism sector. Russia has long been one of India’s strongest source markets, particularly for charter tourism to Goa, where Russian holidaymakers make up a substantial share of seasonal arrivals.

“We want to strengthen people-to -people connection between the two nations,” said Modi.

Tourism ties between the two nations have been steadily strengthening in recent years. India has emerged as an increasingly popular destination for Russian travellers seeking beach holidays, wellness retreats, cultural circuits and adventure experiences. At the same time, a growing number of Indians are visiting Russia for leisure, education and business, supported by improved connectivity and simplified visa norms. Industry experts note that the introduction of free e-tourist visas is likely to accelerate this mutual flow, encouraging deeper cultural exchange and sustained tourism growth.

The waiver of e-tourist visa fees is expected to make India a more attractive and competitive destination for Russian tourists, especially as global travel patterns evolve and countries compete to attract outbound markets. The decision is also expected to give fresh momentum to upcoming tourist seasons in key Indian destinations such as Goa, Kerala, Rajasthan and the Andaman Islands.

More details on the rollout timeline for the free e-tourist visa scheme are expected to be announced by the Ministry of Home Affairs and the Ministry of Tourism in the coming weeks.
